Panelist Bios, 2025 Con Edison Rate Case

David Bomke, Vice President, Emeritus, NYECC

For the past four decades, David has been heavily engaged in the energy sector, primarily in New York. He has worked with clients including the New York State Office of Mental Health, Vassar College, the New School University, Rockefeller University, and American University, as well as with The Fulcrum Group, The Durst Organization, Memorial Sloane Kettering, and New York University. He has served on assorted energy committees and task forces, including New York City Energy and Policy Task Force, the Energy Committee of the New York Building Congress, NYSERDA’s Appliance Review Committee, and the Energy and Environmental Committee of BOMA/NY. He served on the Board of Directors of the Manhattan Chamber of Commerce and is honored to serve as an honorary life member of BOMA/NY. His energy advocacy began when he helped form both the New York Energy Buyers Forum (NYEBF) and the Long Island Energy Users Group. He served as the Steering Committee Chair of the NYEBF before working with Jay Raphaelson, Peter L. DiCapua, Diana Sweeney, and George Diamantopoulos to consolidate the NYEBF and the Owners Committee on Electric Rates into the New York Energy Consumers Council and proudly served as its first Executive Director.

George Diamantopoulos, Attorney, SSMP

George Diamantopoulos is a litigation attorney at Seham, Seham, Meltz & Petersen, LLP, with more than 30 years of experience in all aspects of litigation, arbitration and mediation in both federal and state courts throughout the country. Locally, Mr. Diamantopoulos is particularly experienced in practicing before the New York State Public Service Commission for more than 25 years and has handled every Con Edison electric, gas and steam rate case during that time and myriad generic and other proceedings before the Commission. Water and sewer rate cases as well as appeals have also been handled. Mr. Diamantopoulos’ additional skills include negotiating settlements, preparation of, and advising upon, documents and contracts, creation and governance of not-for-profit entities and obtaining their federal tax-exempt status. Mr. Diamantopoulos also has significant experience in handling representation disputes before the National Mediation Board.

Jonathan Flaherty, Global Head - Sustainability, Tishman Speyer

Jonathan Flaherty joined Tishman Speyer in 2007 and is responsible for the firm's evolving sustainability strategy. This includes property and fund sustainability certifications, communication with current and future investors, worldwide performance tracking, energy procurement strategy, building technology innovation, diligence in alternative green investments, and execution of the firm's commitment to Net Zero by 2050. He is also working with the firm's joint venture, Breakthrough Properties, in creating their ESG strategy in the life science sector. Jonathan joined Tishman Speyer as part of the Leadership Development Program and has held various roles with the company, including in New York Asset Management and Portfolio Management. Prior to joining the firm, he worked as a legislative aide for Senator Schumer in Washington, D.C. Jonathan is the chair of the board of directors for the Building Energy Exchange, the co-chair of the REBNY Sustainability Committee, the secretary-treasurer of the board of the Green Building Certification Institute and is on the board of the New York Energy Consumers Council. He holds a BA in political science from Kenyon College, and an MBA and MSUP from Columbia University.

Laura Humphrey, Senior Director of Energy + Sustainability, L+M

Laura Spencer Humphrey is the Senior Director of Sustainability at L+M Development Partners - an impact driven, vertically integrated developer, builder, and manager of multifamily, mixed use, and affordable housing. At L+M, Laura leads the company’s effort to build better communities with an innovative and climate-forward perspective. She draws from her experience as a former decarbonization consultant who advised utilities and Fortune 500 companies on planning for the carbon transition. In advancing L+M’s energy and sustainability platform, Laura created a department that combines industry best practices with a practical approach to sustainability that focuses on technical interventions at the property and portfolio level. Her department works across the building lifecycle to improve energy efficiency, increase the adoption of distributed energy resources, and set the company’s carbon strategy.

Laura has over a decade of experience leading strategies to realize energy and carbon goals in the built environment at the organizational and regional level. Prior to L+M, she spearheaded the development of decarbonization strategies for private sector clients at ENGIE Impact and directed energy initiatives at the state, city, and utility service territory level in roles at ICF and NYSERDA.
